Old LNE100TX running @ 10Base, autonegotiation failure

I have two nics on my server, but the one that I really need to run @ 100Base won't autonegotiate, and defaults back to 10BaseT. I am running Debian sid. Here is my mii-tools output:

Code:
eth0: 10 Mbit, half duplex, link ok
eth1: negotiated 100baseTx-FD, link ok
When I reboot the server, I have to ifdown eth0 and ifup eth1 for it to even get set to 10Base. This is what I get when I try to change it to 100Base:

Code:
sudo mii-tool -F 100baseTx-FD eth0

Autonegotiation failed, using 10baseT, link beat status 10ce.
Any ideas on this?

Maybe eth0 isn't capable of 100MBit.
Remember there will be another NIC at the other end of the cable, and that too must be capable of 100MBit for the link to work.
