There is no issue to solve. Changing your password means PICKING A NEW ONE
...it's telling the user they can't use a password they've used before. Root can do whatever it wants.
So, if a user wants to change their password, they have to pick a DIFFERENT password. What happens if they do that? And what does Red Hat support say? You are using RHEL...which means you're paying for support, right?
