Question Network count and bandwidth control?

Hi, my name is Magni and in my country it cost extra to download from other country.
I like to share my Internet to my neighbors.
But I need to now how much they are downloading and it will be good if I can let one person only get 50% of my link.
What product is best to use?
Where can I read about it?

Internet >>> ADSL (6 Mb/s) >>> SERVER >>> (Home Network / neighbors)
