I dont know enough to say, but maybe you can use VNC. You might be able to run it on the system to be watched and have it transmit the screen image to your pc with VNC viewer. Email me at pdx_roberge@fastmail.fm if you have questions.
No, VNC does not show what a current user is doing. It starts a completely new X session on a different 'screen' and transmits this. You use VNC for remote controlling, not remote viewing.
I can't think of any way to directly 'spy' on what someone is doing... I've no doubt there you can, I'm just not sure how! The closest I could come was to keep a vigil on what processes they are running by using ps -u username. HTH
