Do you mean a basic copy to another site as in moving servers / wanting a backup server, or maintain a mirror copy that will refresh itself against the parent?

Manually is the most straightforward way then, to be honest. Download the content, then upload it again. Backup any databases and simply restore them. Any scripts will need adjusting with the new server connection strings unless dbname, dbusername, etc. stay the same (you'll be lucky if they are). Isn't any way of transfering direct from one to another unless you have shell access in which case you could FTP directly from one to another. If your site was written properly, it shouldn't matter even if the domain name changes.
