Cannot connect from ftp client via port 21 using SSL/TLS

When i setup vsftpd without securing transactions, i can connect via ssh and everything works. Also in filezilla I can connect without any problems using SFTP. But after i try to setup SSL/TLS for securing transactions, i am getting a could not connect to server error in filezilla when trying to use ssl/tls.
here is my vsftpd.conf file:

then i checked the firewall and all the correct ports are open.

i ran the following command:

ftp -dv MYPUBLICIPADDRESS

and got the following error:

ftp: setsockopt: Bad file descriptor

what could be the problem?

If you can connect no problem with SSH and SFTP, you can use Nautilus or FileZilla to transfer files. Both have options to use SFTP. So you can then uninstall vsftpd because it is not needed and its presence can only make your system less safe.

FTP and FTPS have nothing to do with SSH or SFTP, and really should be avoided with prejudice these days.

sftp is "Secure FTP" and relies upon ssh (Secure Shell) usually over port 22. It uses keys rather than certificates.
The sshd daemon and/or the sftpd daemon are used for sftp. It has nothing to do with vsftpd.

ftp is the original File Transfer Protocol that used port 21. Other than requiring a login it wasn't very secure.

ftps is a security enhanced version of ftp that relies on certificates rather than keys.

vsftpd is one daemon (there are others) that you configure to allow ftp or ftps. It has nothing to do with sftp as noted above. The setup of vsftpd for ftps is a bit involved.

Is there some reason you want to do ftp (or ftps) rather than the built in sftp which you already have working?

I'll just use ftps. thanks for the input i have been too used to using hostgator CP for ftp account setup. without accepting humility we would get nowhere. I was using a guide on digital ocean which suggested the above setup. thanks but i can move on with the project now.
