NO, i have not set any NAT firewall on the proxy server(windows98),
rest for starting new thread is that i am trying to solve this problem (which is a major hurdle to me in configuring DNS server) which might help me to move forward towards confiugring DNS server.
So, finally why i can't ping from to outside LAN through the system on which internet is shared through proxy server.

If you access the net through just a proxy server, then the only protocol which is allowed to go outside is HTTP (TCP based), so you cannot ping (ICMP protocol), you cannot use DNS (UDP protocol) and so on, from other boxes behind the proxy. There are tricks to tunnel network traffic through HTTP but I doubt if this can be done for protocols other than TCP.

Plz. explain so that i will try to tunnel ICMP packets through proxy server
or if u know any other mechanis through which i can send icmp packet to outside lan then plz. tell me.

If your only way to access the net is through a proxy, then you have to send all of your outgoing traffic using the http protocol which is a TCP-based protocol. This is tunneling. You use http to send tcp packets out. This way you can ftp, mail, telnet etc (as these are TCP-based protocols).
Take a look at the link that darthtux suggested to see if any of those programs support icmp or udp packets.
