I was installed proftp on my redhat 7.3 by talball model.

And I can't found the inted.conf file under /etc path. So the proftp was not start.

how to account for this problem?

proftpd can be started in two ways: from inetd or by the init system if it runs in standalone mode. Check the config file to see which it's expecting.
