either that or the 'factory default' settings are hard coded somewhere in the program and are simply re-written to the nvram on the device in place of the custom settings
Restore factory settings for blackberry phones: Soft Reset-Just press ALT+Right SHIFT (CAP)+DELETE. Hard Reset
It’s so simple, just release the battery for 30 seconds and tide again. The BlackBerry will boot from the beginning.
