Help someone has stolen Gimp
Upgraded from 19.2 to 19.3 no problem as I had Gimp on 19.2.
An install of 19.3 has no GIMP with a drawing package.
Package manager displays GIMP then says it is unavailable.
sudo apt install gimp does not work either saying
The following packages have unmet dependencies.
gimp : Depends: libgegl-0.3-0 (>= 0.3.0) but it is not going to be installed
E: Unable to correct problems, you have held broken packages.
I had no problem yesterday loading GIMP on Kali
Does this mean I have to load 19.2 first get GIMP and upgrade to 19.3?
I had to download from Gimp.org to get my GIMP back

It does mean yout gegl (Generic Graphics Library) package is far out of date as the current release series is 0.4.* (see download.gimp.org/pub/gegl/0.4/).
I do not know how to fix that in Mint, never used that distro myself.
It doesn't seem to be present in the standard repo's, though.
According to The Register, the GIMP is not part of Mint 19.03. They've substituted something else for it (as my father would have said, for "some fool reason").
Nevertheless, if it appears in the package manager, you should be able to install it. Try opening Synaptic and going to Edit-->Fix Broken and see if that helps.

Gimp is great and it is extremely bad to take it out. I use it very often and only takes 20 seconds to do anything. They could have added drawing without taking the best app out.
I used to say Mint 19.2 is the best operating system in the world I can no longer do that with 19.3.
Another thing they did not listen was changing in 19.0 changing the icons from Mint X to Mint Y which was a retrograde step as Mint Y icons are less detailed and less informative.
The latest GIMP 4.10 is very much easier than the version they have in 19.2.
Really annoying as I have to have to advice in setting up the desktop installing GIMP from their site. They also have in the software manager GIMP but then says they do not have it far better to have left it alone.
I can now only recommend installing 19.2 and upgrading to 19.3 to keep GIMP I notice having done that the drawing package is not there. True it has the older GIMP but I teach it in 5 minutes so someone is not very bright.

Now that is interesting. Has it been removed from the repos? They removed it because it was too hard, fascinating. I understand not making it part of the default install but if it's not in the repos that is a concern. It hardly encourages people to develop their skills; more like a dumbing down of the userbase.

I agree I can get it when I use Kali but the terminal command does not work with 19.3
I agree it is dumbing down as I use gimp always with Filezilla and Geany in designing websites.
I hardly think GIMP is complicated and the new version 4.10 is really good. I am still using the 19.2 version GIMP in designing my new website.
It is How to get the best operating systems and ditch Windows 10. I cannot include 19.3 now but will tell people of the the demise of it and where to get 19.2.
I think now the best is Kali with the Windows 10 desktop.
