Question quick need help asap ecs p965t-a problems


hi i need help badly i just bought a ecs 965t-a mobo i cant get it too work i hooked up all of the wires from my power supply i put a pd 2.8ghz cpu in it its not the memory i know that that is good i shorted the 14 and 15 pin on the 20/24 pin connector and the fans and led's all lit up so its not the power supply ive tried everything i can think of setting the jumpers over i heard that they were being shiped in the clear postion so i moved them also i tried check the cmos baterry that was fine any help would be apreciated this is a gaming system im building for someone else
need to get it running also should there be any metal shields under the mobo there currently isent would that be an issue thanks anybody

The case is the metal shield for the mother board.
Google: 'build your own pc' e.g. http://www.pcmech.com/byopc/
Some of the instructions might give you a hint about what is not working.
