How to set user permissions for USB ports at boot?


The problem I have is with the USB port of mu PC.
I am trying to use a hard key attached to the USB port, and when I am logged in as root, everything works fine.
When I log in as a different user nothing works, unless I go to /proc/bus/usb and change the access permissions for the files that correspond to USB ports manually. How can I do this at boot, automatically?
Please help,
