dial up internet extremely slow in linux

Is it normal for a dial up 56k modem to be slower in Linux than Windows? The internet is extremely slow in Linux. Webpages are taking a long time to load. I'm using kpp to connect. I have a 56k usrobtics external hardware fax modem. I'm using Fedora Core release 5. The same problem happened when I was using FC3. Any ways to fix this so I can use Linux on this computer instead of Windows?

It shouldn't be slower, IMO.

Did you have any caching software on Windows from your ISP?

Installing Squid may help.
