The heat generated by the workload put on your system needs to directed out of the cabinet. There's no amount of inside passive cooling that can help you with that...
As said before, go to your recycling center, pick up a small midi tower cabinet for free, move your sff part to it, add a fan in front panel for pushing air in and a fan on the back panel sucking air out and - Voila! Never any heat issues again!
I"m not wasting money because amazon takes everything back that doesn't work - like the fan went back today....
But please tell me if the graphic card i ordered will lower the temperatures ?
Not much because your problem is that your CPU isn't being properly cooled and the case has poor airflow. The only time I had temperatures at 90 C was when my CPU's liquid cooling pump broke. I was scared so I turned it off and luckily found a replacement proprietary HP liquid cooler on Ebay.
I wouldn't buy that anyway. I wouldn't go below something like a GTX 1660 if I wanted to play emulators. It has a VRAM bottleneck for new games but for emulators it should be pretty good. The new cards are the 4000 series. NVIDIA raised the number with this series so an increment in performance from the 1060->2060->2060 Super->3060 is now the 4070. The XX50 in previous generations is the lowest level gaming graphics card. The XX30 and XX10 cards are for office work. I've seen a GTX 960 with a Intel 6700K struggle in Nascar Heat 4 with graphics set on minimum.
The only thing helping you is getting heat out of the case...
If you really don't want to change that little thing then perhaps modify it? Cut holes in front and back and mount a fan in each, ie cold air in in front and hot air out in rear. Even some small 6 to 8cm fans will do wonders...
I did warn you that whirling air around inside the case would do nothing. The same will happen with your passive cooled gpu...

yeah, the price of a GTX 1660 approaches getting a newer/yet used computer...
I bought a usb fan, I'll see if it can put some air on the situation...,

That would go well with your computer (if the CPU could be properly cooled, it has PCI Express, and good enough power supply). I see some GTX 1660 Super cards below $200 on Amazon.
