Why is /boot/grub/grub.conf and /etc/hosts not owned by any package

Because... they're just not. Lots of files aren't owned by a package.

exactly what i mean to ask y is it they dont belong reason please....

By "package", I assume you mean the groups of applications and utilities that you install using the package manager. These will not normally contain configuration files.

Depending on what distro and package manager you are using, there may be some configuration that occurs automatically, and I don't think there is any reason that a config file cannot be in a package.

For a better answer, please tell us your distro (version) of Linux, and the context of your question (i.e. what overall problem are you trying to solve?)

Because they are created at install time.

my version of linux is linux 2.6.18-8.el5.
and we are learning about rpm...

Ah, homework......

What you give is the kernel version--not the distro, but the last 3 characters give it away: RedHat Enterprise Linux, version 5

On your next homework question, please tell us up front what the context is, and what work you have already done.

/etc/host owned by "noarch" package

command : rpm -qf /etc/hosts
output : setup-2.8.14-10.el6.noarch
