What kernel ver supports ReiserFS v.4? And how to make this fs.

You also need to build and install libaal and reiser4progs from Namesys (I have my SlackBuild scripts up for these if they're any help: libaal and reiser4progs)
Once you've done all that, you can then change a partition to reiser4 using 'mkfs.reiser4' (don't forget to edit the entry in /etc/fsttab though).
Note that you can't upgrade a partition to reiser4, you will lose any data on the existing partition (so you'll have to back up what you want to keep before changing the partition to reiser4).
convertfs can convert your partition from whatever it is to reiser4. but you'll have to boot from something else, and use the developer's script. the user script is crap and would need more rewriting on your part to get reiser4 working.
With recent things about reiser4 and stopped development (afaik) i don't use it anymore and switched back to reiser3.6, since neither slackware, nor ubuntu don't support it out of the box :/

A bit whimpy,... I use reiser4, and couldn't care less that its not supported by SuSE RedHat and such.
