Yes, I need to agree with post #15.
Just one additional comment: it also depends on what (s)he really want to do with it. If it was only just some mail reading and browsing box or is there any specific requirement (movies/science/games/whatever....)

As a general purpose distro, user and developer friendly, I would suggest Ubuntu.

He can start minimal and add only the programs he needs, if that is his thing. Can run the default, which is super user friendly, if he wants to get the things done.

It is easy to find help, so he would not need to rely on you.

I started out w\Slackware, went to LinuxMint, went back to Slackware, back to Mint. Full stop

Didn't watch it all but I thought I heard USB installation being discussed in the video.

"Non-linux user"? You can say "Windows" here, we're not going to proselytize, or flame.
