VLC webcam stream delay over http problem?

hello
I use this command to stream out my webcam over http but it has 7 second delay how can I reduce this delay?
Quote:
cvlc v4l2:// :v4l2-vdev="/dev/video0" --sout '#transcode{vcodec=wmv1,vb=400,width=368,heigh=208}:standard{access=http{udp=raw},mux=asf,dst=:1234/s.wmv}'
I am new in this subject please tell me if any thing about this command is wrong or could be better.
