Unhappy Use chpasswd for passwords more than 8 characters ?

I have a problem to change passwords with chpasswd !!

it is not working when I am using password more that 8 characters.
e.g echo "root:123456789" | chpasswd

then for password the "12345678u" and "12345678i" is the same. It uses only first 8 characters that
I entered.

I really need password more than 8 symbols to enter in one line command (passwd I cannot use, because I cannot do it with one command line only like chpasswd)

can anyone help me .????

P.S. with passwd it works but I need one line command..

the only thing I can think of is that you're actually
using the shadow password suite but that the
chpasswd comes from an older package that doesn't
use /etc/shadow and can't support longer passwords
than 8 characters ... what distro are you using?
