What, exactly, did you THINK was going to happen when you deleted disk partitions? If you delete it, it's GONE, so it obviously can't be found. And if you wanted to go back to Windows, why does it matter if you don't have Linux/grub?? Put your Windows recovery disk in, boot from it, and do a fresh installation. Call Dell if you don't have one, or download the Windows 10 ISO, and burn it to a DVD.
Also, this is NOT URGENT for anyone here...we volunteer our time, so asking for/expecting 'urgent' help is plain rude, as is ignoring the LQ Rules about text speak.
You see I wanted to dual boot windows with Linux So I searched Google. In Microsoft page It says you have to fdisk and install windows. I did the fdisk then deleted the partition
This is not what you initially said. You said you wanted to switch BACK to Windows, and didn't mention dual-booting. Regardless, you have not done your system any good, so doing a fresh installation is the easiest thing to do. Start by doing a FRESH INSTALLATION of Windows.

And got grub rescue error Also I can not boot into windows recovery CD either.
And why is that?? Your hard-drive partitions have no bearing on the ability to boot from another device. Can you provide ANY useful details, such as what you're trying to boot from, where you got the Windows DVD, what version of Windows, and what version/distro of Linux???
There are MANY dual-booting guides available, but I'd not trust ANYTHING from Microsoft regarding this. Going further, what is your actual GOAL? What are you trying to do with Windows that you can't do with Linux??? You can also install virtualbox, and easily boot/install Windows in a virtual machine on Linux, which is actually far simpler than dual-booting.
I wanted dual boot. To do that; some website says to go back to windows os.
So I wanted to install windows os. I did not know how to since I already had Ubuntu installed.
That's when i visited the Microsoft website and fdisk (clear) the partition.
I wanted windows because some development software uses windows instead of Linux. That is the reason.

Stop right where you are. Windows XP is ANCIENT, and unsupported TOTALLY. If you want to develop for Windows, doing it on XP is pointless because such software probably won't work at all/very well on anything current. Secondly, you visited "some website", but still don't tell us which one, what you did/tried, etc., what version of Ubuntu, or give us any real details.
AGAIN..you have botched your system. There is NO WAY to recover. Windows needs to be loaded FIRST for dual-boot. Otherwise, for the second time, loading Windows in virtualbox is the easiest thing to do. Do a fresh Linux installation, load virtualbox, and then load Windows in it. Simpler and quicker.
OK since windows xp is out of date
I want to go back to Linux.
Is there any possibility?
My BIOS is working fine.
I keep get the grub rescue mode
Does that mean grub is installed?
When I type 'set' command I find that msdos1 is available already
But when I type ls
I get (hd0) (fd0)

YES...put in the installation CD/DVD/USB-Stick/whatever-you-have-the-Linux-installer-on, and boot from it. Format your hard drive, and do a fresh installation. Done. Install it the same way you did the FIRST time.
But seriously...512MB of RAM on a P4 processor?? You'd be *FAR* better off spending a pretty small amount of $ on a new system that's about 10 times more powerful.
You keep getting the Grub rescue mode because you still have Grub code in the Master Boot Record. This is a very small amount of code and almost all the needed Grub code/files were on the partition you deleted which is why you cannot get past grub rescue. You could re-install Grub to the MBR with your installation DVD but the problem with that is Ubuntu 15.10 support ended in July of this year so if you want Ubuntu, your options are Ubuntu 12.04, 14.04 or 16.04. Given the age of your computer, you might be better off using Xubuntu or Lubuntu.
You might rethink using Ubuntu and go with a Window Manager type of Linux distro for low spec ram challenged computers. Or. Upgrade the ram to 1 gig or more.
In addition to rokytnji suggestion, Slitaz might also work well. Distrowatch's page concerning this distribution is here.
I would concur with the others that Ubuntu 15.10 will most likely work not well on your system, apart from the fact it's reached its EOL (end of life.)
