Set default permissions for new files and folders

I have a Subversion repository setup in the /repo folder. The repository will work fine for a little while until a commit causes a new file to be made in the /repo/db folder. Then, nobody except root can access the repository because of the permissions on the new database file. I need to setup default permissions for the /repo folder and all subfolders so that they are +rwx for user=root and group=programmers whenever they are generated. If someone could give me some help I would appreciate it.

To force all of the new files in a directory to have the same group membership as the directory itself, use chmod g+s on the directory. The existing files will have to be chmod'ed manually...
