Unhappy rpm in Linux 9.0


Hi Everyone.
I am very frustated with a problem i have installing
some components in RedHat 9.0, using rpm 4.2
In particular,
when trying to install kdevelop,
i get a message saying that
kdelibs=6:3.1-10
kdebase=6:3.1-12
kdegraphics=3.1-4
cannot be allocated. (are Unlocatable)
I tried to install these packages, but rpm said that
i have newer versions installed.
I tried to fix my rpm database (using rpm --rebuild)
but it did not work either.
Do you have any suggestions?

What are you trying to install exactly? May I suggest getting apt4rpm. It takes care of all the depencie issues when installing rpms.
