How much is being transferred? Are you using Dial-up or Broadband?

I am having a similar problem but is directly related to how much is transferred, in my case 4k! I get a timeout after less than a second or so.

Look in your /var/log/messages file on your server and see if you can find any messages relating to dropped connections timeouts etc... that will give you a start on the cause.

I'm not that familar with proftp alas, but I would assume there would be something to set an infinite timeout value.

try the proftp website
