ppp problems

I put RedHat 9 on my daughter's box and most often while using kppp in Gnome or in KDE , her panel at the bottom will freeze up at some point during use. Any windows active on the desktop will remain useful but once relegated to the tray they become inaccessible. To get out of the mess, SOMETIMES turning the modem off, [ an Elsa Microlink 56k],
will set the tray free. At other times nothing will happen. Any moment now, as I write this, the tray may and likely will freeze up. what process can I look for to kill if this happens. If my terminal is locked in the tray, I can access a new one from the right-click on the desktop, but I really need a resolution to this. The RedHat Config Network doesn't work at all as it gives the error; " failed to activate ppp0 with error 8" yet it will show that ppp is active when it isn't, so I use kppp.
