outcome from patching kernel source code will be the exact same with downloaded new versions of full kernel source code?

Assuming you apply the correct patch correctly, yes.

Also, keep in mind that patches are made for the IMMEDIATELY PRIOR version of the kernel source.

So if you have an unpatched 2.4.18 source tree and you want to compile 2.4.23, you'll need to apply the patches for 2.4.19, 2.4.20, 2.4.21, 2.4.22, and 2.4.23 in order. Of course, if you've already patched it to one of those intermediate versions, then you only need to go from there.

One more thing--2.4.23 doesn't actually exist (except as a prepatch version)...I wasn't thinking when I typed that.
