You can base your distribution on an already existing distribution.

I to build an independent(Based on: Independent) distributor?

For example, the Fedora distribution = Based on: Independent But ubuntu = Based on: Debian, Ubuntu

Maybe you should have a look at the T2 Project, a framework for building a distribution: http://www.t2-project.org/

Another "old" 'building a distribution' is DIY Linux ..

A contemporary Linux : LFS is the one. Is constantly updated.
LFS 7.2 : 01 Sept 2012.
