cp and changing rights

is there any way to kinda 'give' someone a file... hehe.. that makes no sense..

i've been working as root on some programming, and i want to move the files into my own user area, but that means i need to change the attribs of it aswell... i want to copy the file to /home/chris and have it automatically change it's rights to that of the directory it's in or something similar... is that too much to ask? i presume it is... ahh well...
