The user has data in /data directory.What files can i delete as system admin in housekeeping process from /data?

The user responsability is to keep enough space on /data and only if necessary to asak for more space.right?

You tell us. We have no idea what's on that /data directory, or if it's important or not. And we don't know about your company policies in regards to system usage, what has to be done to request more, etc.
Bottom line: as an administrator, it is *YOUR* responsibility to keep the system(s) up and available for the user. That involves YOU knowing what the users need, monitoring things, and determining what the best path is. You can't generalize and say "I can ALWAYS delete files of xxx type...", without knowing WHY those files are there to start with. And the only way you know that is to talk with the users.
This really isn't a computer question. It's a management/supervisory question.
I would suggest that the matter be brought to the supervisor's attention and the staffer be given a deadline to free up X amount of space (or prove that the files are needed) or face the possibility that files will be arbitrarily deleted.
Then follow up on hazel's suggestion to put quotas in place.
