time is a little different.
in Mandriva and pclinuxos AFAIK that is set by root so go to the control panel and change it there.
but I am not entirely sure which distro mean.
2) if you use ntp=ntpdate protocol...you need to look at the synching issue and the firewall issue

you may find your router has a setting to allow ntpdate synch?
if you are using a software firewall you need to allow out but ban in the port for ntpdate....because normal iptables rules says allow out in established. normally port 123
distros may vary so check for a file called /etc/services to find your normal port number if interested....and check /etc/init.d/ntp* to see if you have enabled to service at start up
Normally if things go awry...your syslog will tell you if you are not synching...which is why some ppl have more than one nameserver to synch to.
