Hmm what exactly do you mean?

Do you want the GUI to suspend by itself after a set time? If that is correct, take a look at xscreensaver.

If you are talking about your server itself, what is the point? If it is not in use, it will go idle...?

What exactly do you want to happen when it is not in use? How would you define "not in use"?

You need to post more information about exactly what you want or need.

It would be helpful if you would give some though to answering the question; when you say 'no one is using it' do you mean that there is no one locally logged in, no one is locally or remotely logged in?

As I understand (guessed would be a better word) from what you have said so far, you are dismissing packets from, eg a network device, being sent to your server, or being bradcast in its general direction, from keeping it awake.

What about a desktop on the network sending packets in its direction? should they keep it awake? Just pakets to be routed on, or is it in use as a fileserver?

And what do you mean by standby? Is a low power, but fully active, state what you want? Or do you mean it should go to the lowest power state available (what hardware? power states will vary by processor) and you are prepared to take the hit of it taking longer to get to the fully woken up state.
