Unhappy Apache/PHP problem


I have had Apache/PHP/MySql working on my machine but due to various problems I have reinstalled everything only to find that when I now try to access a php file in my user directory (where it has always been) I an getting a 403 - Forbidden error.

Obviously I have missed setting somthing somewhere but I cannot see what it is.

Can anyone shed some light on this for me?

Does apache have read and execute permissions for the directory and read permissions for the file?
