Quake 3: Arena Mods

I have several mods. I put all their folders in ~/.q3a [btw, what does ~ stand for? just home directory?]. I go to mods in the main menu and pick something like wop, osp, or UrbanTerror 2.7 but the game doesn't switch to that mod. I used id's 1.32b (or most recent) installer. What's up?
