The only way to play it in Ubuntu is to emulate Windows with Wine or Crossover Office.... it can not run in Linux natively since it's compiled to run on Windows.

Civ 4 website

Currently, Civ 4 does not run under Linux. The primary problem is that Cedega does not yet adequately support DirectX 9, which is required for this game. A few people have mentioned the unavailability of a no-cd patch, but this does not currently appear to matter much one way or the other. (As a side note, if we must circumvent the law to play a game, is it really worth it? Food for thought.)

I have created a website to deal with this issue. The site will keep the community current on breaking Civ 4/Linux news, and provide a forum for users to discuss tips/tricks/headaches etc. during the process. For more information, please visit www.civ4linux.com.

That is a question you must pose to the packager of the files you downloaded. It was he who encrypted the archieves and he who can tell you how to decrypt
