You need to have a tool on the Windows PC to connect to the Linux.

Something like PuTTY (free download for Windows out there) will let you do ssh from Windows to Linux.

For a full X desktop you'd need an X emulator on the Windows PC. The main commercial one is Hummingbird Exceed. I've also found a free one called Xming which came out of Cygwin but I've heard it doesn't necessarilly handle all X windows properly.

You should define what you mean by "login". Do you mean a:
1.) Shell in a terminal emulator?
2.) File share directory?
3.) Desktop environment?
4.) Different service entirely?

Which question you're asking has a big impact on the correct answer.
