Do rpm -qa dhcp - if you've got that then look for /usr/sbin/dhcpd. If you've got that then it likely didn't come with a conf file.
I noticed that my Debian installation did come with a dhclient.conf (with everything commented out) but my RedHat didn't. It may be that neither distro comes with a dhcp.conf and you've got to build it from scratch. Use man dhcp.conf to see what entries it should contain.
