NTP and DHCP in RedHat 7.3


Hello. I have two boxes with RH7.3. On the one of them the dhcpd daemon is running. Its /etc/dhcpd.conf configuration file have a content like this:

        option ntp-servers 10.1.2.1;

        range 10.1.2.10 10.1.2.99; 
}
Second box is getting an IP address and all another configuration information from the DHCP. The /etc/ntp.conf configuration file is updating but the /etc/ntp/step-tickers file isn't updating. How can I make it be updated automatically too? It seems to be the client's problem. The updating is doing by dhcpcd but for some reason it doesn't update /etc/ntp/step-tickers file.

As far as I know in RH8.0 both files are updating automatically but I can't switch to use RH8.0. Please help me with RH7.3.
