I have the same problem when trying to start kppp with gobolinux 011. If I open a shell and type in su to gain root privileges and then type kppp at the shell prompt, from within the kde desktop running as a user, then I can use kppp to logon to my ISP.
But if I try to open kppp as a user, I get the "Unable to create lock file" message. Another problem I have is that I can't query my modem, either.
The first error that you mentioned, doesn't happen to me, only the second problem that you stated, regarding the lock file.
