Desktop environment/window manager closest to Windows


I know this is all-but tantamount to heresy, but in my journeys with Linux, I have missed the control of the desktop that I have had previously with Windows (especially Win7 and previous). I really like the idea of a menu that is represented by a folder/dir structure. Is there a DE/WM that has a similar ability to manipulate their "start" menu/desktop icons?

The "alternative" menu/starter selection in KDE/Plasma has a similar to Win98 expanding tree, as does TDE by default, and KDE3.

Yep, if you use KDE, you can right click on the menu button and 'pick' the 'classic' menu (called Application Menu I believe) which works much like Win 7 (like a menu 'should be' organized).

icewm to me is the closest, and IIRC it uses the least resources of any Window MAnager.

I don't know what Windows looks like, but Xfce has a traditional-style menu — choose "applications menu" and not "whisker menu". If you get whisker by default, you just right click on the panel, and then choose preferences and items. Add the menu you want and delete whisker.
