Debian Wheezy KDE 4.8.4 plasma panel question

I have weird problem with additional side empty panels.

When I add programs to a panel (while widgets unlocked) I can place them in any position top to bottom then I lock widgets. After I restart the system all icons pile up at the top of the panels and I have to reset them again. I do not know what am I doing wrong.

I was surprised to find that the panels do not behave like before (icons were automatically placed on a panel).

Your help will be appreciated.

UPDATE.

I did the same excercise but added the 'default' panel rather then the empty. I cleared all the features and icons and after adding my software to this panel all works well, logout/login the icons stay in position - although they are evenly distributed (without 'asking' the user). It seems like maybe in the empty panel option there is a bug?

Any comments are appreciated.

Thanks

There is a bug, i post about it in one of the Debian forums ages ago but no one cared. I never logged a bug report because when i made a new panel i couldn't reproduce the bug. I must have been trying to reproduce the bug with the default panel.
If you want to get involved in the Debian community, you might consider logging a report to the Debian devs.https://www.debian.org/Bugs/Reporting
