I'd think so but that isn't exactly as easy as clicking on the file. I don't think there is a way yet to mount this image to some subdirctory and view it's contents. It has been suggested many times. The solution seems to be restore it all to a different location.
Someone else may know a way to access it with tar or other means. Might ask it on partimage pages if they have them.
For recover it to other HDD, Must I define a partition size like first HDD partition? If my second HDD partition larger than my first HDD partition, Can it cause problem?
If you use clonezilla then it tends to need a size equal to or greater. Not sure about partimage. I'd restore it to the correct size then if needed expand it.

Clonezilla creates its own partitions as required. The only thing that is necessary is that the drive you wish to restore to is at least as large as the one you took the image of originally. It does not matter what partitions are present as they will be written over. This is true for a complete disk restore, I am not that familiar with partitions done separately.
