I'm sure you can all think of may substitutions for the L.A. But the idea was more about how Windows would be akin to the city L.A. and how each corporation tries to make their own city within L.A. as well as the crime, exploitation, traffic jams, etc.

Windows Web Edition.
It comes with no software and you must have an internet connection to boot or use any applications. It includes only a webbrowser.
This way it's impossible for you to hack as you must have a subscription and log in, as well as all source code is on Microsoft servers and all you ever see is the rendered Html/Css/Silverlight code.

For those of you who know my zeal towards FOSS, I would suggest something like "Beijing", "Hanoi", "Pyongyang", "Tehran" or "Baghdad" (notice how all these cities are or were run by dictators?).
