I received an e-mail from an address at govdelivery.com. It told me about a 'New Service for my Social Security Account Holders' that they are ' excited to offer' and told me how to get a new Medicare card if I have lost or damaged mine. I'm too young for Medicare and don't receive SS (though I have contributed - I have an account in that sense.) Is this legitimate or a very good-looking spam?
I doubt it. I seriously doubt it is legit. Some crooks may have gotten the government to pay them. (read private contractor getting all your important data)
The federal government, if they have a communication for you, will notify you by snail mail in writing on letterhead. They do not email an initial communication, nor do they telephone it.
Scam, beyond doubt. The real Social Security site is .gov, never, ever .com. No government agency uses .com, only .gov. You can sign up on the socialsecurity.gov website and check your account, plus sign up for Social Security and Medicare when you're eligible. You have to give them personal information to prove you're who you say you are. DO NOT do that on any other website, especially any that has a .com URL. Check closely and make sure you're on the correct site before giving any information.

If they wish to interpose themselves between you and the Social Security Administration, they may not be a con, but they are almost certainly parasites.
For example, there are outfits who promise to "assist" you in dealing with the government (local, state, federal) who support themselves by taking money for services you can get for free or for a minimal fee. For example, they may charge you $50 for a copy of a deed that you can get by going the local courthouse and paying a couple of dollars to have the clerk copy for you.

1\2 of the ads on the boob-tube are "If you're on Medicare..." and "we'll handle all the paperwork for you."
and the other 1\2 is pharma pushers reps selling fear.
I certainly wouldn't trust GovDelivery, Inc. with any sensitive or financial info
based on whois output.
Speaking of which, medicare.com is not Medicare.gov
"Social Security Account Holders" is a huge 'tell'. Flag.

They don't 'email' per se.
