Er, you do realize that modern versions of Windows are no longer based on DOS, right? Versions of Windows from 2000 up are based on the NT kernel, which is a pretty much completely different system.

The NT Kernel may not have any DOS code, but the way it functions it's basically a DOS clone.

i like both windows and linux .. i don't fight for which is better.. i mean... you can breath new life in old computers with linux and have a super media center , software installing computer with windows .. you can have media center for linux also , but not all the paid and freeware and open source software windows has...

Ummm, no? Since if that were true NTFS would not be possible, no real TCP/IP support, or any other kind of networking support by default except maybe dialup, multi-tasking, user policies, etc...
Sorry NT != DOS, and the only remnants of any sort of dos that is left is of course the cmd shell.
And the concept of "drive letters", and the concept of using backslashes instead of forward slashes for pathnames, and the names of many commands used in the Windows shell... you get the idea.

Well they're not going to reinvent the wheel. If they changed everything Windows would've lost it's followers.
