Welcome to LinuxQuestions.

What instructions are you trying to follow? Can you post a link?

Is it this?

Welcome aboard.

You may have a dodgy download, or you may be burning it to disc wrong.
(It needs to be imaged to disc, not copied to disc.)

first use the fedora torrent

torrent clients AUTO check the file to make sure it is all there ( the chksum)

as to burnning a bootable DVD

i have never been able yo use the default microsoft windows software to
burn a ISO "as a image"

copy / paste WILL NOT WORK!!!!

i use CDburnerXP -- yes the name sounds a bit suspicious but it is a real program
and i know it works on Windows7 64 bit
https://cdburnerxp.se/en/home

this is really a CygWin build of LINUX code so that it runs on Windows

PS.
if downloading the 4.3 gig dvd to your Windows "Desktop" folder ( never a good idea)
there have been many many many many many complaints that internet explorer will not save a usable file to that location
