Unable to create a file or directory using a JSP program

hi ,
this is hemu...
i am unable to crate either a folder or a file in linux using a JSP program.If I create the folder manually and search for it its giving the status as true.

I am using Fedora 6 Version of Linux. Is this with the problem of Linux Version or with the installation or with the file permissions
