Unhappy pserver doesn't work on fedora core 4

Recently, I installed fedora core 4 and set up cvs repository. But when I tried to remotely connect to cvs by pserver, it gave me this error:

% cvs -d server:loginname@192.168.0.100:/cvsroot co projects
% cvs: cannot open /stor/cvs/cvsroot/CVSROOT/config: Permission denied

The /etc/xinetd.d/cvspserver:

service cvspserver
{
disable = no
socket_type = stream
protocol = tcp
wait = no
user = root
log_type = FILE /var/log/cvspserver
passenv = PATH
server = /usr/bin/cvs
env = HOME=/home/cvs
server_args = -f --allow-root=/cvsroot pserver
}

I checked /cvsroot dir, it looks no permission problem since I set permission 777 to all dirs.

Any help or hints appreciate ...

check getenforce
and then setenforce 0,

Intenet is to diable SE Linux or configure it, because, by default FC4 has it enabled

After I disabled selinux, then pserver works.

Also, you have to set firewall rule to allow connection to port 2401.
