Here's one problem with what you have suggested...there is no option to install XFCE seperately with the FC2 installer...it only automatically installs it if you've selected the "full install" option. With that said, it's quite easy to add XFCE later (just pop in discs 3 and 4, copy the XFCE RPM's over and install them)...so this may or may not be a problem.
Also, I know that I've always ran into all kinds of dependency problems when I didn't install gnome...if I have the space, I always go ahead and install gnome anyway (even though I use KDE and XFCE 95% of the time).
