Is it Wayland or X11?

Try another cursor theme (Appearance>Cursor in gnome-tweaks).

Also, please provide the output of
Code:
dnf -q history info last
I see following recent Fedora 33 updates:
Code:
linux-firmware-20210315-119.fc33
gnome-shell-3.38.4-1.fc33
mutter-3.38.4-1.fc33
kernel-5.11.7-200.fc33
kernel-headers-5.11.7-200.fc33
kernel-tools-5.11.7-200.fc33
gnome-shell and mutter were updated to 3.38.4.

The last entry in the linux-firmware changelog:
Quote:
- Update to upstream 20210315 release
- Update to Intel Bluetooth AX200/201 firmware
- rtw88: 8822c: Update normal firmware to v9.9.6
- rtw89: 8852a: add firmware v0.9.12.2

I have the same problem. I installed Fedora 33 workstation from scratch and the cursor was fine. I apply the update and the cursor is awful. Doesn't matter what theme is being used.

Does disabling Wayland as described in the bug comments help?

Oh, if that's Intel, a recent linux-firmware update on Fedora included security fixes for Intel Graphics Drivers. CVE-2020-12362, CVE-2020-12363, CVE-2020-12364.

^Easy to test: just reboot into the older kernel.

I have been rebooting into the Kernel Linux 5.10.22-100.fc32.x86_64 x86_64 about a day after this cursor issue was discovered. That resolves the issue until the 11.9 kernel is released in the stable repos
