I have the same problem. I installed Fedora 33 workstation from scratch and the cursor was fine. I apply the update and the cursor is awful. Doesn't matter what theme is being used.

Oh, if that's Intel, a recent linux-firmware update on Fedora included security fixes for Intel Graphics Drivers. CVE-2020-12362, CVE-2020-12363, CVE-2020-12364. |

I have been rebooting into the Kernel Linux 5.10.22-100.fc32.x86_64 x86_64 about a day after this cursor issue was discovered. That resolves the issue until the 11.9 kernel is released in the stable repos
