Fedora 23 GNOME new install cannot open 'System' application and subsidiaries

Recently installed Fedora 23 64 bit. Everything is updated and upgraded (wasnt working before either). When I try to access the 'system' application, from any of the various icons/links the OS just shows a spinning icon, then nothing happens. No freeze, just application doesn't open. I tried to open the bluetooth app separately, same issue.
Is this a bug? any way to move this on?
It could be a bug <or> something didn't go smoothly with the fresh installation.
Did you check the integrity of the .iso file before you installed Fedora?
Make sure your pc is 64-bit:

What DE are you using, Gnome? XFCE?
Remember that FC is the testbed for RH so it can be buggy.
